The role

Balfour Beatty is looking for a Licensing Enforcement Administrator to join our UKCS Living Places business, supporting our East Sussex Contract from our office in Ringmer.

You will provide essential administrative support to the Licensing and Enforcement team, helping to deliver an efficient and compliant highways licensing service. This will include processing licence applications, maintaining accurate records, monitoring payments and preparing formal correspondence for applicants, property owners, occupiers and licence holders.

The role offers the opportunity to work with a wide range of customers, contractors and stakeholders while developing your knowledge of highways licensing, enforcement legislation and network management.

What you'll do

As a Licensing Enforcement Administrator, you will:

  • Work alongside Licensing and Enforcement Officers, providing day-to-day administrative support.
  • Manage the end-to-end licence application process, ensuring applications meet relevant policies and requirements.
  • Liaise professionally with highways licence applicants, contractors, customers and other stakeholders.
  • Monitor licence payments and help ensure that all payments due are collected.
  • Draft clear and accurate licensing and enforcement correspondence.
  • Process formal notifications to property owners, occupiers and licence holders.
  • Collate and maintain accurate information and supporting evidence within the relevant systems.
  • Ensure agreed processes, policies and procedures are followed consistently.
  • Support the review and development of efficient licensing and enforcement processes.
  • Help maintain compliance with relevant enforcement policies and procedures.
  • Build positive working relationships with customers and stakeholders.
  • Take advantage of learning and development opportunities to maintain and improve your skills and knowledge.
  • Support the delivery of sustainability activities across the business.
  • Maintain a strong focus on Zero Harm by following all relevant health and safety requirements and standards.

Who we're looking for

We are looking for someone with strong administrative, organisational and communication skills who can manage competing priorities while maintaining accuracy and attention to detail.

You will ideally have:

  • Knowledge of relevant network management and highways legislation, including the New Roads and Street Works Act 1991, the Traffic Management Act 2004 and the Highways Act 1980.
  • Experience of handling administrative processes from initial application through to completion.
  • Good written and verbal communication skills.
  • Confidence communicating with customers, contractors and stakeholders.
  • Strong attention to detail and the ability to maintain accurate records and evidence.
  • Proficiency in Microsoft Word and Excel.
  • Experience using works management systems or specialist network management applications, although this would be advantageous rather than essential.
  • A collaborative approach and the ability to work effectively as part of a team.
  • A willingness to learn, develop and live the Balfour Beatty values.
