Lead the future of housing asset management, building safety and compliance

Tendring District Council is seeking an ambitious and experienced Head of Building Services to provide strategic leadership for one of the Council's most important frontline services.

This is a significant leadership opportunity for a motivated professional with expertise in housing asset management, building safety, compliance and property services. The role is responsible for ensuring that the Council's housing and property assets remain safe, compliant, sustainable and fit for the future whilst delivering excellent services for residents and value for money for the Council.

Reporting to the Assistant Director - Building and Public Realm, you will lead a multi-disciplinary service responsible for housing asset management, responsive repairs and maintenance, planned investment programmes, mechanical and electrical engineering services, building safety and compliance, contract management and environmental sustainability initiatives.

This is a key leadership role that will influence the Council's long-term investment priorities, regulatory assurance arrangements and service transformation programmes.

About the Role

As Head of Building Services, you will:

  • Provide strategic leadership and accountability for housing asset management, property compliance, repairs, maintenance and investment programmes.
  • Lead the development and delivery of long-term asset management strategies and investment plans that maximise asset performance, sustainability and value for money.
  • Ensure compliance with all statutory, regulatory and building safety obligations, including gas, electrical, fire, asbestos, water hygiene and lift safety requirements.
  • Oversee the Housing Investment Programme, capital works delivery and planned maintenance programmes.
  • Manage significant capital and revenue budgets, ensuring effective use of resources and sound financial management.
  • Develop business cases, financial forecasts and investment appraisals to support service delivery and strategic decision-making.
  • Lead procurement, contract management and performance monitoring activities to maximise value for money and service quality.
  • Provide assurance to the Council, residents, regulators and stakeholders that all property compliance obligations are being effectively managed.
  • Present reports, recommendations and assurance information to Cabinet, Council, Committees and Management Team.
  • Lead service improvement, workforce development and succession planning across Building Services.

Why Join Tendring District Council?

This is a rare opportunity to lead a high-profile service at a time of significant change and opportunity.

You will play a central role in ensuring the Council is prepared for evolving regulatory expectations, delivers safe and compliant homes, develops long-term investment strategies and continues to improve services for residents. The role provides the opportunity to influence strategic decisions, lead talented professionals and make a lasting contribution to the Council's housing and property portfolio.

Additional Information

The successful candidate will be required to:

  • Attend evening meetings and work additional hours where required to meet service needs.
  • Attend emergency incidents and out-of-hours situations when necessary.
  • Maintain professional knowledge and awareness of legislative, regulatory and industry developments.
  • Comply with all relevant Council policies and governance requirements.
