What we're looking for

You'll hold a NEBOSH General Certificate and have relevant experience applying health and safety legislation in the workplace. You'll be an effective communicator who can provide clear, practical advice and build positive relationships with colleagues at all levels.

The role

Make a real impact on how people work, feel and thrive

At Exeter City Council, health and safety is about more than compliance. It's about creating workplaces where people feel safe, supported and able to deliver their best work every day.

As our Corporate Health & Safety Officer, you'll play a key role in helping managers and employees understand, manage and reduce risk, while supporting a positive and proactive approach to workplace health and safety across the organisation.

You'll be joining a council committed to wellbeing, continuous improvement and delivering high-quality services. Your work will directly influence how safely services operate, how confident managers feel in managing risk and how effectively health and safety is embedded into everyday working practices.

This is a role with real variety and impact, providing opportunities to work across a broad range of services while contributing to corporate improvement and supporting colleagues throughout the organisation.

What you'll do

In this hands-on and varied role, you will:

  • Provide competent health and safety advice, guidance and support across a wide range of Council services.
  • Promote a positive health and safety culture through constructive engagement with managers, employees and stakeholders.
  • Help develop, review and implement health and safety policies, standards and guidance.
  • Undertake inspections, audits and investigations and support the implementation of improvements and corrective actions.
  • Develop and deliver engaging health and safety training through workshops, toolbox talks, face-to-face sessions and online learning.
  • Monitor compliance with corporate health and safety management systems and support managers in meeting their responsibilities.
  • Develop, administer and promote the Council's Health & Safety Management System (Assessnet), providing training and support to colleagues.
  • Support managers with DSE assessments, PEEPs, stress risk assessments, employee screening programmes and other health and safety management activities.
  • Prepare reports, communicate findings and provide recommendations to support informed decision-making.
  • Contribute to corporate projects and initiatives that strengthen workplace health, safety and wellbeing.

Who we're looking for

You'll be proactive, organised and solutions-focused, with experience of delivering training, undertaking audits and inspections, supporting investigations and helping managers meet their health and safety responsibilities.

We're looking for someone who takes a practical approach, enjoys working with people and can turn technical requirements into straightforward, workable solutions that help services operate safely and effectively.

Why join us?

You'll be part of a supportive and forward-thinking HR & OD team that values collaboration, innovation and continuous improvement. We are committed to investing in our people and creating an environment where individuals can develop and thrive.

This is your opportunity to

  • Influence and strengthen health and safety culture across the Council.
  • Develop your professional skills and experience.
  • Work across a diverse range of services and environments.
  • Make a tangible difference to employees, services and the communities we serve.
