The role
We are recruiting all-source intelligence analysts at the Higher Executive Officer (HEO) grade to work in the new National Security Intelligence Assessment (NSIA) unit in UKHSA's Analysis and Intelligence Assessment (AIA) Directorate. We expertly fuse all sources of qualitative and quantitative information on UK and global health security threats and their drivers.
We provide insight and foresight to support Ministers, Chief Medical Officers (CMO), and policy and decision makers across Health and HMG; making impact every day.
This is an exciting time to join a growing UKHSA all-source assessment cadre, where you will join a fast-paced environment working across a variety of topic areas and continual opportunities for collaboration and improvement.
- In NSIA we deliver expert evidence synthesis, analysis and assessment of medical, epidemiological, environmental, bio-scientific and other information related to human health from all sources - open, technical and closed.
- We employ critical thinking and structured analytical techniques, including futures projection, to draw out 'so-what' implications. We draw on world-leading talent across a range of disciplines, including intelligence assessment, epidemiology, data science, statistical modelling and social research, to maximise impact through collaboration.
- We deliver assessments that provide insight and foresight to policy and decision-makers in UKHSA, DHSC, and across UK Government, supporting them to understand, prepare for, and mitigate health risks to the UK and its global interests.
- As an analyst in this area, you will produce and support the production of all source intelligence assessment on a wide variety of UK and global health security topics, including international outbreaks and major events; health systems; health mis- and disinformation; chemical, biological, radiological and nuclear (CBRN); medical supply resilience; and health technology. If not already, you will complete extensive training to join the Professional Head of Intelligence Assessment (PHIA) profession.
- The post offers superb development opportunities and the chance to gain exposure across a broad range of policy areas, achieving real-world impact with the most senior officials at the heart of decision making in government.
- We want to know what you can bring to the mission. In turn we will help you to broaden and deepen your expertise while in post, with a tailored learning and development offering within a supportive and positive working environment.
What you'll do
As a National Security Intelligence Analyst you will:
- Conduct intelligence analysis using structured analytic techniques to contribute to high-quality assessment products that provide UK decision-makers and policymakers with insight into a broad range of health security issues and their implications for the UK.
- Support the development of analytical products by researching, collating, evaluating and interpreting information from a wide range of sources, including complex and potentially conflicting information.
- Work closely with colleagues across AIA, UKHSA and wider government to support collaborative analytical projects and contribute to building effective working relationships with internal and external partners.
- Maintain an awareness of emerging health security and national security developments within the UK and internationally, identifying issues of potential relevance to UK interests.
- Communicate analytical findings clearly and concisely, both in writing and verbally, tailoring outputs appropriately for different audiences and clearly articulating levels of confidence and uncertainty.
- Manage your workload effectively, delivering multiple tasks to agreed deadlines and escalating risks or challenges where appropriate.
- Contribute to a positive team culture, supporting colleagues, sharing knowledge and continuously developing your analytical skills and subject matter expertise.

If you are an existing Civil Servant, based outside of UKHSA, you will take up the post as a loan which you will need your department to agree. Loans are normally agreed for a period of two years. However, this may be extended where required, subject to agreement between UKHSA and your home department. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA's Pay policy.
