You will lead on:
- Supporting internal SCC and external regional clients from initial enquiry through to framework call-off, helping them identify the appropriate framework, lot and procurement route for their project requirements and understand the steps needed to appoint consultants and contractors.
- Proactively dealing with client enquiries regarding the use of YORhub frameworks.
- Engaging with framework consultants and contractors to support preliminary market engagement and expressions of interest, as appropriate to the procurement stage, gathering feedback on capacity, capability, proposed programmes and interest in tendering for clients' construction and consultancy commissions.
- Arranging, attending, and chairing pre and post tender meetings and briefing sessions.
- Providing advice and guidance to clients on the procurement of consultants and contractors.
- Assisting clients with the development of tender and call-off contract documentation, including the use of framework templates and NEC contract documentation, and identifying queries or proposed departures from framework requirements.
- Coordinating post-contract monitoring of framework projects, maintaining performance information, gathering client and supplier feedback, and escalating recurring issues to support framework reporting and continuous improvement.
- Maintaining accurate records of client enquiries, procurement activity and call-off awards, using relevant systems and procurement portals to support a clear audit trail and timely framework management reporting.
- Promoting the YORhub social value offer and helping clients access specialist support to incorporate appropriate social value, employment and skills, and sustainability requirements into their procurements.
What we can offer
- An interesting and engaging role with a varied workload.
- An excellent opportunity to build a network of contacts with clients, consultants, and contractors throughout the region.
- A generous annual leave entitlement of 26 days, increasing to 31 days after five years' qualifying continuous service, plus bank holidays, pro rata where applicable.
- Access to SCC's flexitime scheme, providing flexibility around working hours, subject to service requirements and manager approval.
- Access to the Local Government Pension Scheme (LGPS).
- Support for continuing professional development, with access to relevant training and development opportunities where required to meet the needs of the role and support agreed development objectives.
- The ability to get involved, and assist with, ancillary YORhub services in the fields of marketing, communications, business development, social value, employment and skills, sustainability and much more.
You should know:
- You will also support wider YORhub activities by attending regular meetings, briefings and events, and assisting with business development initiatives where required.
- Some travel within the Yorkshire and Humber Region is required as part of this role.
