HRA Compliance Manager

Oxford City Council is seeking an experienced and driven HRA Compliance Manager to lead the operational delivery of statutory compliance across its Housing Revenue Account (HRA) portfolio of approximately 8,000 homes.

Reporting to the HRA Fire Safety & Compliance Manager, this role is responsible for ensuring that all landlord compliance obligations (excluding fire safety) are effectively delivered, managed and evidenced. This includes gas safety, electrical safety, water hygiene, asbestos management, lifts and lifting equipment (LOLER).

The postholder will lead a team of specialist compliance officers and managers, ensuring that inspections, servicing, remedial works and certification are delivered in line with statutory requirements and within required timescales. The role will also be responsible for driving performance, strengthening contractor management, and improving data, systems and reporting across all compliance areas.

This is a key operational role that will ensure the Council maintains safe, compliant homes for residents while supporting the wider compliance assurance framework and regulatory obligations.
