Morson are recruiting for a Senior Cost Modelling Consultant to support a major Defence Water Services Programme (DWSP) bid.

Working as part of the bid team, you will develop and maintain a robust, transparent and auditable cost model for a £2.5 billion Ministry of Defence contract opportunity.

The programme will replace three existing 25-year PFI contracts and requires strong cost modelling, financial analysis and commercial expertise.

The successful candidate will own the model and pricing strategy for the bid.

Key Accountabilities of the Senior Cost Modelling Consultant

  • Develop and maintain the DWSP bid cost model across all workstreams.
  • Translate programme scope, assumptions and delivery plans into accurate, transparent cost estimates.
  • Integrate inputs from operational, commercial and central service teams.
  • Develop OPEX, CAPEX and whole-life cost models where required.
  • Incorporate risk, contingency and optimism bias in line with the bid strategy.
  • Carry out sensitivity analysis, scenario modelling and option comparisons.
  • Support value engineering to improve cost efficiency and affordability.
  • Ensure the model reflects target pricing, contractual mechanisms and commercial strategy.
  • Prepare cost schedules, pricing submission templates and supporting bid narratives.
  • Maintain model integrity throughout bid revisions and respond to clarification requests.
  • Produce management summaries and support internal governance, approvals and final submission.
  • Identify specialist modelling requirements and coordinate these with the Bid and Finance Directors.

Essential Experience

  • Proven experience developing complex cost models for major service-based or asset-heavy bids.
  • Advanced Excel skills and strong financial modelling capability.
  • Excellent analytical and numerical skills.
  • Ability to interpret technical, operational and commercial inputs and translate them into credible cost estimates.
  • Experience with cost assumptions, risk assessment, contingency and sensitivity analysis.
  • A structured and transparent approach to modelling, documentation and audit trails.
  • Strong communication and stakeholder management skills, with the ability to work across multidisciplinary teams.

This is an opportunity for an experienced cost modelling professional to play a key role in a high-value defence infrastructure bid, providing the financial analysis and commercial insight needed to support pricing decisions and a competitive submission.
