The role

About Us

Charnwood Borough Council is one of the largest shire district councils in the UK by population. We are proud of delivering high-quality, efficient frontline services to our community. This brand-new role has been created following a service level review to streamline our operations, drive commercial resilience, and safeguard important income streams.

Our corporate strategy focuses on being an Effective and Efficient Council while simultaneously fostering Economy and Growth across the borough.

The Role

As part of an wider restructure within the Contracts (Leisure, Waste and Environment) service area, we are seeking a dedicated Commercial Waste Services Officer.

Previously, these responsibilities were shared across several operational and administrative officers. By introducing this dedicated role, you will become the singular point of contact for local businesses and stakeholders. You will bring an organised commercial approach to retaining clients, identifying growth opportunities, and maximizing income targets across some vital frontline services: Commercial Waste, Garden Waste, and Bulky Waste.

Key Duties and Responsibilities

  • Budget Monitoring and Management: Take ownership of achieving and exceeding the income targets set out in the Council's budget for waste services by focusing on client retention and the strategic acquisition of new trade waste accounts.
  • Legislative Compliance: Ensure all commercial waste services strictly adhere to relevant environmental legislation, waste regulations, and statutory Duty of Care requirements.
  • Single Point of Contact: Act as the primary, trusted liaison for businesses, trade customers, and stakeholders, ensuring an efficient, responsive, and seamless customer journey.
  • Service Streamlining: Optimise operational processes for the planning and delivery of our commercial, bulky, and garden waste collection streams throughout the entire year.

About You

We are looking for an enterprising professional with sharp commercial acumen who thrives on turning operational challenges into financial and administrative successes.

To succeed, you will need:

  • A valid UK driving licence and access to a vehicle to facilitate site visits and customer meetings across the borough.
  • A strong commercial mindset with a proven ability to manage services with a focus on hitting financial targets and mitigating income risks.
  • A sound understanding of environmental legislation, trade waste compliance, and Duty of Care obligations.
  • Excellent relationship-building skills to act confidently as a single point of contact for diverse business stakeholders.
  • Outstanding organizational skills to help the management team strategically plan service delivery across the calendar year.
  • Experience in waste management, environmental services, contract monitoring, and commercial account handling.

Benefits

At Charnwood, we value our staff and provide an inclusive environment that supports a healthy work-life balance:

  • Agile Working: Flexible arrangements combining home and office-based environments.
  • Generous Annual Leave: 35.5 to 40.5 days of annual leave (including bank holidays, depending on continuous service length). Most services are closed over Christmas
  • Pension: Access to the secure Local Government Pension Scheme.
  • Additional Benefits: Free parking at our Southfields office, local leisure centre discounts, and access to a comprehensive staff shopping/travel discount scheme.
