The role

Job Introduction

Are you passionate about learning and development and interested in helping people build the skills they need to succeed?

We are looking for a Learning and Development Officer to join our central Learning and Organisational Development (L&OD) team within People Services on a 12-month fixed-term contract, with a dedicated focus on supporting the Economy, Infrastructure and Skills (EI&S) Directorate.

Reporting to the L&OD Manager, you'll work closely with colleagues across People Services, EI&S managers and workstream leads to coordinate development activity, maintain momentum and turn agreed workforce priorities into practical action. You'll play an important role in ensuring EI&S priorities remain connected to the Council's wider L&OD approach.

You'll use your L&D expertise to understand development needs and identify the most appropriate response in partnership with the central L&OD team. This could include drawing on existing corporate provision or helping to design, facilitate and coordinate learning solutions, workshops and events where required.

This role is based in Stafford and operates within a hybrid working model. You'll work flexibly across home, office and virtual environments, working with colleagues and stakeholders to provide an excellent customer experience.

Main Responsibility

You'll have a varied workload, combining learning and development delivery activity with coordination of the EI&S Workforce Strategy. This will include:

  • Turning priorities into action: Working with EI&S managers, workstream leads and the central L&OD team to turn agreed workforce priorities into practical activity.
  • Responding to learning needs: Identifying learning and development needs and working with the central L&OD team to agree appropriate responses, ensuring activity is aligned with wider organisational learning priorities and existing provision.
  • Learning design and delivery: Designing, facilitating or coordinating workshops, events and development activity, where appropriate and agreed.
  • Communications and engagement: Coordinating communications, events and stakeholder activity associated with delivery of the Workforce Strategy.
  • Programme coordination: Coordinating the EI&S Workforce Strategy delivery plan and helping maintain oversight of activity across its workstreams.
  • Progress and risk management: Tracking progress, actions, dependencies, risks and issues, and escalating where delivery requires further attention.
  • Reporting and insight: Bringing together progress information and preparing clear updates, insight and advice to support decision-making.
  • Contributing to wider L&OD priorities: Contributing to central L&OD projects and priorities alongside the role's dedicated EI&S portfolio.

  • Project Coordination - Experience of coordinating projects and L&D activity, with the ability to organise activity, manage competing priorities and maintain momentum across different areas of work.
  • Connecting Priorities & Finding Solutions - Able to balance the needs and priorities of EI&S with the Council's wider L&OD approach.
