(Corporate Plan 2024-2030).

As the Waste Services Manager at Rhondda Cynon Taf CBC, the successful candidate will play a pivotal role in managing the delivery of essential frontline services that directly impact the quality of life for residents. With a focus on Waste Collection, Recycling, Waste Management, Enforcement & Awareness and Service Performance, you will lead the strategic and operational delivery of Waste Services, whilst driving service improvement, operational efficiency and the Council's environmental ambitions.

We are seeking a highly motivated and professional individual with excellent leadership skills, a strategic mindset and significant experience in managing large-scale frontline operational services. You will lead the Council's Waste Services function, ensuring the delivery of high-quality, efficient and customer-focused waste and recycling services whilst supporting the Council's commitment to climate change, sustainability and circular economy objectives.

Reporting to the Head of Streetcare Services, you will be responsible for the overall leadership, management and performance of Waste Services. You will provide strategic direction across waste operations, waste management, enforcement and awareness, and performance and administration functions, ensuring that statutory obligations, recycling targets and service standards are achieved.

The role requires an experienced leader capable of managing complex operational, financial and political environments. You will lead strategic service planning, major change and transformation programmes, fleet and infrastructure investments, procurement activities, workforce planning and continuous improvement initiatives. You will play a key role in shaping the future direction of waste and recycling services across the County Borough.

You will possess strong leadership, organisational and communication skills, together with experience of managing significant budgets, large operational teams and service improvement programmes. You will be able to demonstrate the ability to develop effective partnerships with residents, elected members, regulators, neighbouring authorities, contractors and other stakeholders to improve environmental outcomes and maximise value for money.

You will act as the Council's professional lead on strategic waste and recycling matters, providing expert advice to senior officers and elected members. The role will involve preparing reports and presenting information to Cabinet, Scrutiny and Council meetings, as well as representing the Council on regional and national forums relating to waste, recycling and environmental services.

We are looking for an innovative and forward-thinking individual who can identify opportunities for service transformation, operational efficiencies and increased recycling performance. You will be passionate about delivering high-quality services, developing people and ensuring Rhondda Cynon Taf remains at the forefront of sustainable waste management and recycling excellence.

You will work alongside all levels within the Council including Elected Members, Trade Unions, partner organisations and senior managers. The post will be based within the Council's Environmental Services Division at Tŷ Glantaf, Unit B23, Taffs Fall Road, Treforest Industrial Estate, Pontypridd.
