The role
The Role
Hackney is one of the most dynamic and progressive local authorities in the UK. We are a resilient, vibrant, and creative borough in the heart of London, with strong, diverse communities and a powerful set of shared values.
Over the past twenty years, the Council has built up first-class services, outstanding public infrastructure, and a reputation for excellence, innovation, and ambition. We are leading the way on essential work such as our fight for equity in Hackney with a particular focus on becoming an actively anti-racist borough. But the work doesn't stop there, we are proactive in our approach to bringing fairness to all aspects of life including gender, neurodiversity and across the poverty divide.
Our Adult Social Care vision is that "We want you to achieve what matters to you, in partnership with our communities in Hackney. Where you need support, together we can find a solution that keeps you safe, well and independent."
We have an ambition to make a step-change in how we prevent, reduce and delay the development of social care needs, working collaboratively across the council, and with our partners in health, and the voluntary, community and faith sector in order to achieve this.
Our Public Health Service plays a vital role in this mission. Together, we're passionate about improving the health and wellbeing of our communities in Hackney. We work collaboratively and creatively to address health inequalities and create a healthier future for all.
You can find out more about how we work in Adult Social Care, and how it is changing, by reading our annual report and three year plan at https://www.hackney.gov.uk/health-and-social-care/adult-social-care/adult-social-care-annual-reports-and-strategies.

As a Public Health Analyst working within our Adult Social Care transformation programme, you will play a critical role in applying analytical skills to prevent, reduce, and delay the development of social care needs, address health inequalities, and build good health in all of Hackney's communities.
This role will join the team on a fixed term contract for 2 years and will be focussed exclusively on the Adult Social Care "Understanding demand and maximising prevention" programme. The programme covers a range of different initiatives that cut across the whole health and social care system; including changes to how we provide holistic support to people approaching social care for the first time, how we ensure people remain stable while waiting for an assessment or a review, and how we support those with the most complex needs to keep them well. As well as delivering partnership projects, the programme supports culture change within individual teams, ensuring all staff have the capability, motivation and opportunity to work preventatively on a day to day basis.
The role will sit within the Public Health Intelligence Team (PHIT), which supports strategic planning and service development across Hackney and the City of London. This ensures the postholder will have appropriate analytical line management, professional support, and quality assurance, while maintaining clear accountability to the Adult Social Care prevention programme for delivery of the agreed project objectives.
In this role you will be responsible for the end-to-end delivery of analytical projects that help the department to understand and model social care demand, and embed a population health management approach within Adult Social Care.
You will transform complex datasets into actionable insight using tools such as Tableau, Python, and Google Workspace. This will include
Key Accountabilities
- analysing demographic, health and service data,
- delivering all stages of the evaluation cycle,
- analysing quantitative and qualitative data and preparing reports for a range of stakeholders,
- use of machine learning and development of predictive models,
- and developing a longer term model of demand for Adult Social Care.
You will also provide expert analytical advice, contribute to evidence-based planning and evaluation and help build data and insight capability across the wider ASC Transformation service. You will lead on specific work areas and collaborate with colleagues across and beyond the organisation to make best use of analytical and data resources, ensuring insight is co-produced, ethical, secure and impactful. You may also work directly with residents and service users to ensure their lived experiences are embedded as a key source of insight, helping to shape more inclusive and responsive health and social care services.
We are looking for a proactive and technically confident analyst with a strong foundation in epidemiology, statistics, and health and care data. You should have experience working in a public health or health-focused analytical team, ideally within local government, healthcare, charity or a similar setting.
Key requirements include:
- Proven ability to analyse, interpret and present complex data clearly for different audiences.
- Proficiency in tools such as Tableau, Power BI, Python, R, SPSS and/or STATA.
- Experience working with population health datasets and performance data.
- Ability to manage your own projects, work collaboratively across disciplines and communicate insight in a way that supports decision-making.
- A solid understanding of data confidentiality, ethics, and information governance, and how to apply this in practice.
- A strong commitment to continuous professional development and an interest in using data to drive meaningful change for communities.

We are also working towards our vision, which is to be a place for everyone; where residents and staff can be proud. In order to achieve this, we are seeking individuals who embody our "PROUD" values: Purpose and Respect, where we foster belonging through active inclusion, kindness, and open dialogue; Ownership, where we champion proactive collaboration and accountability for our shared success; and Unity and Diversity, where we work as one Council to break down silos and champion anti-racist behavior.
Hackney Council works to eradicate discrimination on the basis of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, and sexual orientation. We also recognise that people can be disadvantaged by their social and economic circumstances, so we will also work to eliminate discrimination and disadvantage caused by social class. We also welcome those interested in flexible working. We particularly welcome applications from disabled people, as this group is currently under represented in our workforce.
The Council has a dedicated employment support service (Hackney Works), which offers Hackney residents guidance in relation to applying for jobs. If you are thinking about applying for a job, please contact the Hackney Works team to find out what support is available: hackneyworks@hackney.gov.uk
