The role

Do you love to shape transformation needs into clear fundable decisions?  Ready to help leaders track real value from Human Capital initiatives and close the gaps that matter fast!

The Senior Strategic Business Analyst supports the Human Capital Portfolio Lead and Programme Managers in translating strategic priorities and stakeholder needs into robust, decision-ready investment proposals.

The role leads business analysis from ideation through to mobilisation, shaping complex business cases and CBAs, defining capability-aligned high-level requirements, and establishing how value will be measured and realised. As an advanced professional, the role works autonomously on complex issues, applies broad organisational understanding and sound judgement, and influences senior stakeholders to secure an agreed path forward.

This role sits at the centre of Aon’s Human Capital transformation agenda. You’ll have visibility across a diverse portfolio of initiatives and direct exposure to senior governance forums, translating strategy into measurable outcomes and actionable, leadership-ready recommendations. You’ll collaborate closely with business leaders, product and programme teams and be supported by the Human Capital Portfolio Lead to strengthen investment decisions, improve adoption, and accelerate value realisation across the portfolio.

What you'll do

  • Lead business stakeholders through VRO approval process, providing structure, challenge and guidance from the initial idea through investment decision.
  • Assess the strategic problem or opportunity, desired outcomes, scope, dependencies and delivery considerations.
  • Co-ordinate and review input from business, Finance, IT delivery and subject-matter experts to ensure complete, considered and timely movement through the process.
  • Review submissions for completeness, quality, strategic alignment, clear value realisation, operational and governance readiness.
  • Resolve ambiguity and reconcile competing stakeholder perspectives.
  • Lead the development of compelling business cases and CBAs.
  • Evaluate strategic alignment, options, costs, benefits, risks, assumptions and delivery implications.
  • Construct evidence-based recommendations and explain the implications of proceeding, changing scope, delaying or taking no action.
  • Challenge assumptions and validate supporting evidence.
  • Prepare decision papers and presentations for senior governance forums.
  • Facilitate discovery sessions to elicit business outcomes and high-level requirements.
  • Translate strategic needs into clear, prioritised and testable requirements without prescribing a technology solution.
  • Map requirements to Human Capital capabilities, operating-model components and portfolio priorities.
  • Maintain traceability between strategic objectives, capabilities, requirements, investment decisions and intended benefits.
  • Identify overlaps, gaps, dependencies and opportunities for reuse across the portfolio.
  • Facilitate hand off to product teams during mobilisation
  • Define measurable outcomes, benefit hypotheses, baselines, targets and success measures.
  • Agree benefit ownership and measurement approaches with business stakeholders.
  • Support Programme Managers in embedding value measures within programme plans and governance.
  • Review whether delivered outcomes remain aligned to the approved business case.
  • Provide insight into portfolio performance, risks and opportunities to improve value.
  • Act as a trusted adviser to the Portfolio Lead, Programme Managers and senior business stakeholders.
  • Facilitate complex discussions and build agreement where priorities differ.
  • Connect related initiatives and highlight cross-portfolio impacts and dependencies.
  • Coach stakeholders and junior analysts in business-case, requirements and value-realisation practices.
  • Improve VRO templates, standards and guidance using lessons learned.

How you'll work

This role can be based in the UK or US, with hybrid flexibility to work both virtually and from a local office in line with in-country smart working policy.
